Kind of a nitpick, frankly. A piece of third-party software that is required for the game to run is hardly FitGirl’s fault. And if you already have it installed, then you don’t require to download it. You can proceed to install the game without any Internet connection whatsoever.
(And, if you didn’t have an Internet connection at least SOMETIMES then you wouldn’t be able to get the repack downloaded in the first place.)
And if you’re transferring it to a PC without internet access, the repack pages have the info of what other packages are needed and where to download them.
Yeah, the downloads are coming from Microsoft, and they would be required by the game no matter how you install it.
