We’re discussing this same thing over on Hexbear and my contention is that it’s actually Tito because he’s wearing a Yugoslavian partisan’s cap. I’m used to seeing older portraits of Tito but the artwork seems to have a pretty close resemblance to the younger Tito:

Who is the guy in the hat to the right of Kim? It looks like he’s in all of these but I have no idea who he is.
