He’s just priming the media for when he wants to invoke the insurrection act. He’s got to test out that word and see what the response is. If he can get the media talking about it on his terms, he’s won.

That speech at Bragg was him trying to prime the military, and he was talking about sending in strafing runs to kill American children.
