Why would he use the government issued email address for anything?
I could see a lot of practical reasons various departments would want to exclusively use official email addresses…but honestly, the guy just doesn’t seem very smart or good at thinking things through.

He may need to use it to communicate with any actual government employees without getting caught in spam filters
Go to Outlook. Open the global adress book. Its there on the top in alphabetical order.
