    These are aspects of genocide not stages.

    For example:

    1 Discrimination can start before symbolization
    
    2 The government doesn't need to create specific groups to perform actions
    
    3 Genocide doesn't need to include extermination

    To my knowledge, with the exeption of number 5, Israel has checked every point of this list.
